Downtown Visioning Process

The Planning Team developed draft materials that were shared with the Community online throughout the fall and winter. These materials were presented comprehensively during Design Week. The team also worked with the local Community to register as many people as possible to participate in the Downtown Design Week Workshops, Topic Sessions, and Block Party. The Design Week started with a Kick-off Workshop on the evening of February 3rd. Focus Group Meetings were held covering the following topics:
Building a Business Ecosystem
Walking, Biking, and Accessibility Downtown
Arts & Culture: Growing Freeport’s Creative Economy
Economic, Environmental, and Social Sustainability Downtown
New England Village Character and Housing Downtown
Embrace the Outdoors: Open Spaces & Natural Resources
Design Guidelines, Zoning, and Regulations

Following Downtown Design Week, we shared with the community a series of drafts of the Downtown Vision Plan. We accepted input and comments on each of these drafts to further improve the plan for Downtown. The first of these drafts was published at an Open House on April 9th. The public interacted with members of the planning team, viewed draft materials (both in-person and online), and submitted feedback on the draft.

Plan Review Office Hours were held following the Open House event, ensuring the community had access to the team for feedback.

The Planning Team held workshops with the Town Council to finalize the draft Plan for Downtown. These workshops were held during standing Town Council meetings providing opportunities to further discuss plans for Downtown.

The Final Draft of the Downtown Vision Plan was shared with the community at the Town Council Meeting on May 3, 2022. The Town Council voted to accept the Vision Plan.
